St. Clair County Sheriff's Office News Release for Dec. 8-14, 2014

     St. Clair County deputies responded to a variety of calls for service from Dec. 8-14. Sheriff Scott Keeler said deputies made several arrests and took reports of stealing and identity theft.

Felony drug charges pending

     On Dec. 11, Jennifer Reynolds, 48, El Dorado Springs, was taken into custody by St. Clair County deputies following a traffic stop on Highway E north of Roscoe. During the investigation glass pipes that contained white powder that field tested positive for methamphetamine were located along with marijuana and Lorazapam, and Endocet. Reynolds’ was arrested on a felony charge of possessing a controlled substance. Bond was set at $10,000 cash or surety. She was released on Dec. 12 pending formal charges.

Report of trailer stolen

     On Dec. 11, a St. Clair County deputy took a report from A. Joe Davis in reference to a trailer stolen in Lowry City. Davis reported the 6-foot by 12-foot single axle utility trailer was located on Main Street in between Second and Third Street, Lowry City. The value of the trailer was estimated at $1,000. The investigation is ongoing.

Reports of identity theft being investigated

     Over the past two weeks, St. Clair County Sheriff’s Office deputies have taken two reports regarding identity theft. Victims Frank Brillhart and Steve Mayer reported they each received letters from the Missouri Department of Revenue Taxation Division in reference to another individual filling state with each of them in 2013 and unpaid taxes are owed. Each victim stated they did not file taxes with the different individuals.

     St. Clair County detectives made contact with the Missouri Department of Revenue and the Internal Revenue Service (IRS) in reference to these cases. The investigation is ongoing and those who have received similar letters are urged to contact the sheriff’s office or the IRS.

Lowry City man arrested for sex crimes involving a child

     On Dec. 9, Dennis Palmer, 65, rural Lowry City, was arrested on a St. Clair County warrant charging him with seven felony sex crimes involving a child.

     Palmer is charged with a class B felony charge of child molestation-first degree, an unclassified felony charge of attempted statutory rape-fist degree, an unclassified felony charge of attempt sexual intercourse with another person under 14-years-old, three unclassified felony charges of statutory sodomy-first degree-deviate sexual intercourse with a person less than 14-years-old, an unclassified felony charge of enticement of a child (actor is 21-years of age or older and child is less than 15-years-old), and a class C felony charge of sexual misconduct or attempt involving a child under 15-years-old second and subsequent offense.

     The charges stem from an investigation that started in August after a hotline call to Missouri Department of Social Services Children’s Division was made concerning several alleged incidents that occurred between December 2012 and June 2013 when a child was staying at Palmer’s residence.  The Missouri State Technical Assistance Team and the Clinton Police Department assisted the St. Clair County Sheriff’s Office with the investigation.

     Palmer is being held in the St. Clair County Jail. Bond is set at $75,000 cash or surety.

New sex offender registered in St. Clair County

Arrest warrants issued

     On Dec. 11, a St. Clair County arrest warrant was issued for Sandra Marconi, 44, Collins, for a probation violation on an original felony charge of driving under the influence of liquor. Bond is set at $2,500 cash or surety.

     On Dec. 8, a St. Clair County arrest warrant was issued for Micheal Carneal, 42, Sedalia, for a probation violation on an original misdemeanor charge of nonsupport. Bond is set at $500 cash only.

Warrant arrest

     On Dec. 12, Kevin Scott, 41, El Dorado Springs, was arrested at the St. Clair County Jail on a Cedar County felony probation violation warrant on an original charge of assault. Bond is set at $5,000 cash only.
