News Release for Feb. 18-25

St. Clair County Sheriff’s Office deputies were busy with several cases during the week of Feb. 18-25. Sheriff Scott Keeler said deputies served search warrants, took reports of stealing, animal complaints and made several warrant arrests during the week of Feb. 18-25.

Search warrant served in Osceola; two arrested on felony drug charges

On Friday, Feb. 21, Bonnie Strutton, 51, Osceola, and Mark Faulkner 50, Osceola, were arrested on St. Clair County warrants for a class C felony charge of possessing a controlled substance.

The charges stem from an incident on Feb. 17 when a search warrant was served at their residence on C Street, Osceola. Officers from the Osceola Police Department and Mid Missouri Multi Jurisdiction Drug Task Force assisted St. Clair County Sheriff’s Office deputies with serving the search warrant. During the search, a white powdery substance that field tested positive for methamphetamine was located in three different places of the residence. Other items seized during the search included Alprazolam, a schedule four drug, a cellular phone and several pieces of drug paraphernalia. On Feb. 17, Strutton and Faulkner were initially arrested, booked into St. Clair County Jail and released pending formal charges. The warrant was issued on Feb. 21.

Ongoing investigation involving livestock being shot

On Thursday, Feb. 20, at 12:38 p.m. St. Clair County deputies were dispatched to property located on NN Highway in reference to two male juveniles shooting at calves. Zeb Salmon reported the juveniles shot three calves and ran into the woods. Following a search of the area, two suspects were identified.  

The sheriff explained the investigation led to a search warrant being served at a residence on NE 651 Private Road on Feb. 21. Officers from the Mid Missouri Multi Jurisdiction Drug Task Force and Missouri Department of Conservation assisted St. Clair County Sheriff’s Office deputies with serving the search warrant. Several items were seized as evidence during the search and the investigation is ongoing.

Stealing from a vehicle in Appleton City

On Sunday, Feb. 23, a St. Clair County Sheriff’s Office deputy was dispatched to an apartment on South Beech Street, Appleton City, in reference to stealing from a motor vehicle. Craig Friskel reported sometime between Feb. 22 at 9:30 p.m. and Feb. 23 at 5 p.m. someone broke into his green 2001 Ford F150 and stole a wallet, cigarettes and change from the truck. The investigation is ongoing.

Dog attacked in Twin Oaks Harbor

On Friday, Feb. 21 a St. Clair County Sheriff’s Office deputy was dispatched to Twin Oaks Harbor, Lowry City, in reference to an animal complaint. Dawn Crawford, Lowry City, reported her three year old German Shepherd was attacked by a pit bull terrier. She noted the pit bull came into her yard and attacked her dog while it was chained up. The investigation is ongoing.

Tools reported stolen

On Thursday, Feb. 20, a St. Clair County deputy took a stealing report from John Maggard, Osceola. He reported several items stolen from the Old Plantation Motel on NE Highway 13. Stolen items included a pole sander, nailer, sheetrock square and 15 screens. A request for prosecution was signed and the investigation is ongoing.

Warrant arrests

Cassandra Parmalee- On Sunday, Feb. 23, Cassandra Parmalee, 25, Osceola, was arrested in St. Clair County on a Harrison County warrant for failing to appear on a misdemeanor traffic offense. The warrant was issued on Jan. 14. Bond was set at $210 cash only and a court date of March 19 was given. The charge stemmed from an incident on Aug. 17, 2013.

Kenneth Collins Jr.- On Friday, Feb. 21, Kenneth Collins Jr., 29, Lowry City, was arrested in St. Clair County on a Henry County warrant for failing to appear on a class D felony charge of driving while revoked or suspended. The warrant was issued on Dec. 20, 2013. Bond was set at $1,500 cash only. The charge stemmed from an incident on July 25, 2013. Collins was transported to the Henry County line and transferred to Henry County deputies.

 
Daniel Ball II

Daniel Ball II-On Wednesday, Feb. 19, Daniel Ball II, Osceola, was arrested in Pettis County on a St. Clair County warrant for failing to appear in court on a felony probation violation. Bond was set at $5,000 cash only. Ball was placed on five years supervised probation in September 2010 after he entered an Alford plea and was found guilty in a case charging him with class C felony burglary in the second degree. The charge stemmed from an incident in July 2009.

Ball was also arrested on Dec. 4, 2013 after failing to appear in court on the probation violation. He appeared in court on Jan. 16 and admitted violating probation by using methamphetamine. He was released on an own recognizance bond pending disposition from the court on Feb. 3 for the probation violation. Ball failed to appear on Feb. 3 and the case was reset to Feb. 11.

 
 
 
Mackenzie Speir

Mackenzie Speir- On Tuesday, Feb. 18, Mackenzie Speir, Osceola, was arrested on a St. Clair County warrant for class C felony charge of theft/stealing (value of property or services is $500 or more but less than $25,000) Bond is set at $10,000 cash or surety. The charge stems from an incident on Oct. 19, 2013.

Kerry Bradley-On Feb. 18, Kerry Bradley, Osceola, was arrested on a St. Clair County warrant for a class C felony charge of possessing a controlled substance. Bond was set at $10,000 cash or surety. The charge stemmed from an incident on Jan. 29 with the Osceola Police Department. 

 
Douglas Frisbie

Douglas Frisbie-On Feb. 18, Douglas Frisbie, Kansas City, was arrested on a St. Clair County warrant for failing to appear in court a class C felony charge of first degree tampering with a motor vehicle. Bond was set at $10,000 cash or surety. The charge stemmed from a burglary at the Missouri Department of Transportation barn on July 25, 2011. The warrant was issued on Aug. 12, 2013. 

 
Lee Bedsaul

Lee Bedsaul-On Feb. 18, Lee Bedsaul, Willard, was arrested on a St. Clair County warrant for failing to appear in court a class D felony charge of nonsupport in each of six individual months within any twelve-month period, Amount owed is in excess of $5,000. Bond was set at $1,000 cash only. The warrant was issued on Feb. 6, 2012.
