The complete St. Clair County Sheriff’s Office News Release  and Court Case updates  March 14-21, 2016

     St. Clair County Sheriff Scott Keeler said deputies made eight warrant arrests, took  a report of a missing person, and stolen medication during the week of March 14-21. The sheriff reminded citizens a youth seat belt mobilization campaign will continue through March 31.

Palmer arrested in Florida then died while in custody

     Sheriff Keeler said on Monday, March 21, information was received Dennis Palmer, 66, Lowry City, died in the early morning hours while in custody in Fort Lauderdale, Florida. Palmer was found deceased during medication rounds. Cause of death is unknown at this time.

     On March 19, Palmer was arrested by police in Fort Lauderdale. He was wanted on a St. Clair County warrant charging him with seven felony sex crimes involving a child. The charges stemmed from an investigation that started in August 2014 after a hotline call to Missouri Department of Social Services Children’s Division was made concerning several alleged incidents that occurred between December 2012 and June 2013 when a child was staying at Palmer’s residence. The Missouri State Technical Assistance Team and the Clinton Police Department assisted the St. Clair County Sheriff’s Office with the investigation.

Missing juvenile located in Texas

     Sheriff Scott Keeler reported on Monday, March 21, Chelestia Strickler, a 16-year-old female reported missing on from her residence, was located in Houston, Texas. On March 19, Strickler’s uncle, who she lives with on SW 1161 Road, Rockville, reported her missing. He said he and his wife left for less than an hour and when they returned she was gone.

     During the investigation information was obtained Strickler had plans to runaway and a tip was received Strickler was traveling to Texas. Contact was made with Houston Police Department who located her and confirmed she was safe. Strickler was released into the care and custody of an immediate family member.

Stolen medication

     On March 19, a St. Clair County deputy took a stealing report on NE 1076 Road, Lowry City. George Henderson reported several medications were stolen from his residence. Henderson reported a total of 252 prescription pills stolen including Xanax, Hydromorphone and Hydroco/apap. A suspect was named and the investigation is ongoing.

Joseph Howery

     Joseph Howery- On March 20, Joseph Howery, 17, Appleton City, was arrested on a St. Clair County warrant charging him with class A misdemeanor domestic assault-third degree. The warrant was issued on March 16 and bond is set at $5,000 cash or surety. The charge stems from an incident on March 7 when a St. Clair County deputy took a report on West 6th Street, Appleton City, in reference to Howery allegedly holding a knife to a juvenile’s throat.

Ricky Wilson

     Ricky Wilson- On March 18, Ricky Wilson, 20, Humansville, was arrested at the St. Clair County Courthouse on a Hickory County warrant charging him with failing to appear in court on a misdemeanor charge of pursuing/taking/killed/possessed or disposing of wildlife illegally.  Bond is set for $150 cash only.

David Journot

     David Journot- On March 17, David Journot, 28, Lamar, was arrested on four St. Clair County warrants for failing to appear in court on misdemeanor charges. Journot is charged with driving while revoked/suspended, failing to register motor vehicle, failing to maintain financial responsibility, and failing to wear a seatbelt. Total bond is set at $1,193. The charge stems from a Missouri State Highway Patrol investigation in January 2015.

Mathew Robertson

     Mathew Robertson- On March 16, Mathew Robertson, 29, Montrose, was arrested on a St. Clair County warrant for probation violation on two original class C felony charges of passing bad checks. Bond is set at $10,000 cash only. The warrant was issued in July 2015 and the original charges stems from incidents in July of 2013 and August of 2014.

Travis Buttram

     Travis Buttram- On March 16, Travis Buttram, 24, Nixa, was arrested in St. Clair County on a Henry County warrant for failing to appear in court on a citation for failing to display plates. Bond is set at $145 cash or surety. The arrest was made after a traffic stop was initiated by a St. Clair County deputy on Third Street, Lowry City, on a vehicle Buttram was a passenger in.

Parker Bender

     Parker Bender- On March 16, Parker Bender, 30, Lincoln, Neb., was arrested in St. Clair County on a Humansville Police Department warrant for a moving violation. Bond is set at $132 cash only. The arrest came after a vehicle Bender was driving was pulled over by a St. Clair County deputy near Collins for speeding..

     Timmie Green- On March 15, Timmie Green, 30, Osceola, was arrested on an active no bond parole violation warrant on an original class C felony charge of statutory sodomy-second degree.

Frederick Klem

     Frederick Klem- On March 15, Frederick Klem, 58, Collins, was arrested on a St. Clair County warrant charging him with misdemeanor operating a vehicle on a highway without a valid license and failing to display plates on motor vehicle. Bond is set at $1,500 cash or surety.The charge stems from a Missouri State Highway Patrol investigation on March 14..

Criminal summons’ issued

     Susan Elliott- On March 16, a criminal summons was issued for Susan Elliott, 57, Collins, charging her with class B misdemeanor driving while intoxicated. The charge stems from an incident on March 11 when a St. Clair County deputy initiated a traffic stop for a defective brake light on a vehicle Elliott was driving on SE 901 Road, Collins. During the investigation it was determined Elliott was intoxicated. Elliott was taken into custody and later released pending any formal charges.

     Joseph Howery, Haydee Smith, Ryley Knowles- On March 15, criminal summons’ were recently issued for Joseph Howery, 17, Haydee Smith, 17, , all of Appleton City, charging them with unclassified misdemeanors of minor visibly intoxicated. On March 17, a criminal summons was issued for Ryley Knowles, 17, Appleton City, charging him with an unclassified misdemeanor of possession of liquor by a minor. 

     The charges stem from an investigation on Jan. 28 when St. Clair County deputies were patrolling the Appleton City Cemetery on NW 1000 Road and Smith was located sleeping a vehicle. During the investigation alcohol was located in the vehicle and a breath test indicated a presence of alcohol on Smith's breath. She was taken into custody and later released pending any formal charges. Later, contact was made with Howery and Knowles who both admitted the alcohol belonged to them. They were also taken into custody and later released pending any formal charges.
