The complete St. Clair County Sheriff’s Office News Release and Court Case Update July 10-17, 2017

          Sheriff Scott Keeler reported deputies made 13 warrant arrests during the week of July 10-17, 2017. There were also four Court Case Updates.

Warrant arrests

            Lucas Hetherington- On July 17, Lucas Hetherington, 21, Montrose, was arrested on a St. Clair County warrant for failing to appear in court on an original unclassified misdemeanor charge of driving while revoked-first offense. The warrant was issued on March 20 and bond is set at $500 cash only.

            The charge stems from a St. Clair County Sheriff’s Office investigation on Sept. 21, 2016 when a deputy conducted a traffic stop on a vehicle Hetherington was driving. During the investigation it was determined Hetherington’s driver’s license was revoked.

            Austin LaRue- On July 17, Austin LaRue, 22, Republic was arrested on a St. Clair County warrant charging him with class D felony tampering with a motor vehicle. The warrant was issued the same day and bond is set at $15,000 cash or surety.

The charges stem from a St. Clair County Sheriff’s Office investigation the previous day when a citizen reported a suspicious person sleeping in a car next to a building off  the Osceola Square. A check of the vehicle, a gold 1997 Ford Taurus, was confirmed stolen out of Springfield. Contact was made and the occupant of the stolen vehicle was identified as LaRue, a homeless male from Springfield. LaRue initially claimed another individual drove him there and he slept in the back seat after the person left.  Several items belonging to LaRue were removed from the vehicle. He was taken into custody pending the formal charge.

            Trevor Taylor- On July 15, Trevor Taylor, 27, Lowry City, was arrested in St. Clair County on a Cass County warrant for failing to appear in court on class C felony tampering with a motor vehicle-first degree and class D felony driving while revoked. Bond is set at $5,000. The charges stem from a Cass County Sheriff’s Office investigation on Nov. 16, 2016.

Bradford Moore Jr.

            Bradford Moore Jr.- On July 15, Bradford Moore Jr., 39, Osceola, was arrested on a St. Clair County warrant charging him with two class D felony counts of possession of a controlled substance and class A misdemeanor unlawful possession of drug paraphernalia-prior drug offense. The warrant was issued on July 14 and bond is set at $10,000 cash or surety. The charge stems from an Osceola Police Department investigation on Jan. 18.

Devin Vail

            Devin Vail- On July 14, Devin Vail, 21, Girard, Kansas, was arrested in St. Clair County on a Barton County warrant charging him with class A felony robbery-first degree, class A felony assault first degree, and unclassified felony armed criminal action. The warrant was issued on July 12 and bond is set at $250,000 cash or surety. The charges stem from a Barton County Sheriff’s Office investigation on July 9.

             Jayme Boyd- On July 14, Jayme Boyd, 24, Bolivar, was arrested on a St. Clair County warrant charging her with an unclassified felony statutory rape-second degree. The warrant was issued on July 12 and bond is set at $25,000 cash only.

            The charge stems from an incident on July 1, 2015. The St. Clair County Sheriff’s Office investigation started on June 7 when a deputy was contacted by a Missouri Department of Children’s Division worker in reference to a possible statutory rape case involving a juvenile and Boyd.  An interview was conducted and the victim noted Boyd was a family friend.  At the time of the alleged incident Boyd was 23 years old and the victim was 15 years old. The victim stated the sexual relationship with Boyd lasted a couple of months.

Melissa Bullock

            Melissa Bullock- On July 14, Melissa Bullock, 50, Osceola, was arrested on a St. Clair County warrant charging her with two counts of class D felony possession of a controlled substance and class A misdemeanor unlawful possession of drug paraphernalia. Bond is set at $15,000 cash or surety.

            The charges stem from a St. Clair County Sheriff’s Office and Mid Missouri Multi Jurisdiction Drug Task Force investigation on July 12 when a search warrant was executed at Bullock’s residence in the Shady Acres Trailer Park, Osceola. While executing the search warrant a plastic bag containing a crystalline substance was located on top of a dresser underneath a jewelry box.  A glass pipe with a crystal and white powder substance inside of it and an orange pill later identified as an Alprazolam were located in the dresser. The substance inside the plastic bag and the glass pipe both field tested positive for the presence of methamphetamine.

                Lisa Benton and Oleyesa Tiegs- On July 13, Oleyesa Tiegs, 25, Joplin, and Lisa Benton, 35, Belton, were arrested on St. Clair County warrants charging them with class C felony delivery of controlled substance, class D felony delivery of a controlled substance to a county jail, and class D felony possession of a controlled substance. Bond is set at $20,000 cash or surety in each case.

Oleyesa Tiegs

                The charges stem from a St. Clair County Sheriff’s Office and Mid Missouri Multi Jurisdiction Drug Task Force investigation on July 11. Tiegs and Benton were scheduled to visit different inmates and deliver MP3 players to them. During the investigation narcotics were found concealed inside the MP3 players that were attempting to be delivered as well as on their person. Osceola Police Department assisted with the case.

Tyler Thomson

                Tyler Thomson- On July 12, Tyler Thomson, 25, Independence, was arrested on a St. Clair County warrant for failing to appear in court on class B misdemeanor driving while intoxicated. The warrant was issued on April 14 and bond is set at $750 cash only. The charge stems from a Missouri State Highway Patrol investigation on July 4, 2016.

Andrew Strotkamp

            Andrew Strotkamp- On July 12, Andrew Strotkamp, 27, Humansville, was arrested on a St. Clair County warrant for failing to appear in court on original class C felony charges of endangering the welfare of a child-first degree and abuse or neglect of a child. The warrant was issued on April 3 and bond is set at $10,000 cash only.

            The original charges stem from incidents on September 1, 2014 when a St. Clair County Sheriff’s Office and Missouri Department of Social Services Children’s Division investigation discovered Strotkamp grabbed a juvenile, held them down on a couch and punched them in the face with a closed fist.

Jessika Peppers

            Jessika Peppers- On July 11, a St. Clair County deputy arrested Jessika Peppers, 32, Osceola, on two Harrison County warrants for failing to appear in court.

            One warrant charges Peppers with class E felony operating a vehicle on a highway without a valid license-third and subsequent offense. The other warrant charges Peppers with class B misdemeanor operating  a motor vehicle in a careless and imprudent manner, class B misdemeanor driving while intoxicated, and class D misdemeanor possession of 10 grams or less of marijuana. All charges stems from a Missouri State Highway Patrol Troop H investigation on Feb. 22. The warrant was issued on May 24 and bond is set at $2,500.

Bobbie Shull

            Bobbie Shull- On July 11, a St. Clair County deputy arrested Bobbie Shull, 41, Chilhowee, on a St. Clair County warrant charging her with failure to appear in court on an original Appleton City ordinance violation of animal health and safety. The warrant was issued on March 16, 2015 and bond is set at $350 cash only. The charge stems from an Appleton City Police Department investigation on March 30, 2014.

Formal charges filed on two for stealing from Osceola Cheese

           On July 12, criminal summonses were issued for Keith Ritchey, 59, Pleasant Hill, and Billie Blackburn, 47, Peculiar, charging them with class D misdemeanor stealing-value less than $150. Arraignment on the charges is set for Aug. 4 in the St. Clair County Courtroom.

            The charges stem from a St. Clair County Sheriff’s Office investigation on July 7 when deputies took a stealing report at Osceola Cheese. Chris Hannah, owner of Osceola Cheese, advised a male and female subject stole several items then left the store. A female employee of Osceola Cheese jumped onto a trailer being towed by the suspect’s vehicle. She was able to get off the trailer without injury and several other employees attempted to block the vehicle from leaving the parking lot. The suspect vehicle was able to get past the employees and fled to the Countryside Trading Post on the opposite side of the Highway 13.

Billie Blackburn

            A traffic stop was conducted and the driver, Ritchey, allegedly made admission to stealing beef sticks from the store. During the investigation a one pound block of pepperoni cheese, one pound block of seven year cheddar cheese, a jar of honey Dijon mustard, a jar of Beaver brand sweet honey mustard, and one beef/cheese stick combo were located in Richey’s vehicle. A package of 45 beef sticks was recovered after being thrown from the vehicle as it was leaving the parking lot. The value of the items was estimated at $55. The two were taken into custody and later released pending the formal charge.

            Kerri Randolph- On July 13, a St. Clair County warrant was issued for Kerri Randolph, 49, Pittsburg, charging her with class D felony possession of a controlled substance, class A misdemeanor possession of less than 10 grams of marihuana, and class A misdemeanor unlawful possession of drug paraphernalia. Bond is set at $15,000 cash or surety.

            The charges stem from a St. Clair County Sheriff’s Office investigation on May 9 when a deputy was on patrol and noticed a vehicle stopped on the side of NE 101 Road, Lowry City. As the deputy approached the vehicle it appeared someone ran from the ditch and got into the vehicle and it kept traveling on. The vehicle pulled over again and a passenger exited the vehicle and ran to the ditch.  A traffic stop was initiated. Terry Randolph was identified as the driver and Kerri Randolph as the passenger. During the investigation marijuana, a pipe used to smoke marijuana, and a large "rock" of crystalline substance that field tested positive for methamphetamine was located on her person.
