July 19, 2017-Guilty plea. Sentenced to one year in St. Clair County Jail with the execution of sentence suspended. Foster was placed on unsupervised probation for two years and ordered to serve five days shock detention in St. Clair County Jail. Foster was also ordered to pay restitution in the amount of $555 plus board bill and costs.

Additional Information

The charge stems from a St. Clair County Sheriff’s Office investigation on July 27, 2016 when a deputy took a stealing report at Ellett Memorial Hospital, Appleton City. An employee, Bruce Goddard, reported a Samsung Galaxy Tab-4, 10.1 with black case stolen from a desk he had been sitting at. The tablet was estimated at $500.

On Sept. 14, Richard Foster, 32, Osceola, was arrested on a St. Clair County warrant charging him with failing to pay fines or costs on a class A misdemeanor of theft/stealing. Bond is set at $462.50 cash only.
